I think most breeders are not going to allow you to just go out and pick your pup. They are the ones that know the breed best, and will suit the puppy to your family and your needs.
If there is no good reputable breeder near you, I would not hesitate to ship a pup. A good stable pup should be able to handle it with no problem.
May I ask what a COE breeder is?
