Not being very well versed in how this operates other than taking away our rights to own our dogs, how do they determine exactly who owns a specific breed? Do they go by registration with the city, town or other means such as well, it looks like one? My dopey city has Buddy down as an Akita although this is not what he was last year and not what I put down on the registration. Also if someone has a Rottie who is not AKC or registered anywhere else as a Rottie, who's to state that it is a Rottie?
