Part of the non-breed specific ordinance involves cracking down on the owners of unlicensed dogs; the article mentions that there are some fears that people will avoid getting rabies vax for their dogs to avoid being "on record" in any way.

Personally, I can't imagine that but I also have a hard time thinking that people found a $2 or $5 per year license a problem in any way.
