This is just my opinion
, but I don't think it is a good idea to use newspapers because they are slick. I feel it would be best to use a material that the pups could get a purchase on and not slide around. I have seen whelping box liners for sale and have known breeders to use towels or some other material. Again, this is just my opinion and nothing more.
