I believe this incident may have been not only a case of irreponsible owners, but also irreponsible parents.
Either way you look at it, 18 is too young to be a mother. (Not saying every 18 yr old girl is or would be a bad parent.) But I must agree the whole situation was an accident waiting to happen. |
