I don't blame the woman for the attack, but the idea of having one of these in this day and age /boggle.

As for why the attack - read up about dogs attacking other dogs, prey and how to properly break up a dog fight. Lots posted here and elsewhere. Some dogs just *don't * like other dogs. They love their human owners but don't tolerate other dogs too much. It's up to the owner of the dog to prevent such an attack ( animal control to seize it) or have the dog PTS at the vets. Since dogs are property, it's iffy until such an attack presents itself. Dogs at large are illegal, owning a dog that doesn't tolerate smaller dogs well is not illegal.
