I think they call these dogs "specials"? All of the dogs shown in Westminster are already Champions.
They may be showing their Champion dogs to get a BIS win? There are many reasons.
In Canada now with the Canadian Kennel Club, a Champion can get a Grand Champion title.

I'm sure someone that shows their dogs will have a better explanation.
