I have honestly never heard this before - put it this way, I imagine it no more likely to increase his cancer risks if he is sans female then it is for an unmarried man to get testicular cancer because he has no wife. That is just silly.
Encourage him to breed to what? If you don't have a female, are you going to put him out there with a sign around his neck saying 'will breed for food'? Sorry to be flip about it, but why would you even be thinking about breeding a PUPPY?
Most of us here are into ethical, responsible breedings that require mature, health tested and proven dogs BEFORE even considering breeding. The GOAL is to better the breed, not breed lots of pups. Not to mention the fact that stud dog owners do not look for bitches to breed, it is the other way around, and if your boy is a pup and neither proven nor health tested, there are not too many people who will give him a second look.
Let him grow up, mature, be a puppy and maybe down the line think about breeding him. You said he was purebred, but you didn't mention if he is registered.
