While I'm really sorry this happened...but what the **** were they thinking tying up a dog with an unknown temperment????
You leave strange dogs alone and call for animal control; if you don't have animal control, you contact police. *shakes head* People these days have absolutely no dog sense or even just plain old animal sense.
