Do not allow the puppy near the adult GSD bitch.
Be aware also that female dogs of working breeds often do not get along and will try to fight to the death of one. Do you have a way, when these puppies are older, that you can PERMANENTLY separate the adult GSD bitch, the female GSD puppy and the Rottweiler puppy?
I agree, 3 young puppies is a bad idea.
