How on Earth does a 2 yr old wander away? I realize that tying up dogs is NOT a good thing, and is not responsible dog ownership. However,I feel the onus is on the child's guardian, not the dog owner. What a horrible situation, but in my eyes it's a reflection on the parents and society as a whole.
