If he's intact, he's probably done growing height and length-wise. Neutered dogs (especially those neutered young, like at 6mos) will grow taller for longer, as testosterone controls closure of the growth plates. When a male is neutered the control of the testosterone is gone and they grow for longer.

In terms of dogs still developing until 3, usually that's more mentally than physically, though some slow developing lines may still be filling out at 3.
