Some dogs like to control smaller and younger dogs "because they can."
I consider it bullying behaviour and I don't tolerate it in any of the dogs I walk. I also don't tolerate it in other peoples' dogs. I understand that when younger and older dogs meet, they establish their level on the Totem Pole...but there is an obvious difference between that and bullying.
Normal? Yes. Acceptable? No.
