I'm not much of an expert but I can tell you what has been my experience. I got Charlie at 11 weeks and he too acted like he didn't know what things hanging from his body were used for.
So, when you want to try to get her to walk try to get her hyped up e.g. "do you want to go for a walk, are you ready, come on lets go!" said excitedly. Then, I would have a really yummy treat have him smell it and step a couple feet away and call his name very excitedlly and clap my hands. I also swatted or sat sometimes on the floor so that he didn't see me like some big monster screaming high pitched sounds. Although it was only a couple feet away it was better than him just lying there. Little by little I increased the distance until he finally walked 1/2 block all at once.
At such a young age, they really can't be expected to walk much anyways.
Just have patience b/c later you probably won't want her walking so much after she discovers all the interesting smells ALL over each single strand of grass, sidewalk, trees, grabage, people, etc.... :D
