My only suggestion that I can come up with at the moment is to bring her to a new vet..yours seems to not even have a clue....Can you post a picture of your puppy so we can see what the problem might be?
Sounds like might be some sort of real problem here that you need to have taken care of before she gets too large and can handle walking at all
