I would say no. Humans express jealousy because of personal lack and the want to have either the thing or person that we are jealous of. That being said, we COULD be jealous over "pack structure" or "dominance", but we can also be jealous over many other things. You could be jealous because a co-worker or family member has just won the lottery, but that has nothing to do with pack structure or dominance.
Animals express their desire to be a leader, and we look it as jealousy only because the only way we can try understand why an animal acts like that is to attach human emotion to the animal's actions.
