Mouth pigment and final bredth of chest are both genetically controlled. There are stories that you can give your dog kelp, carrots and other dark-pigmented foods to increase pigment. I've never seen it make a real difference.
His chest bredth will increase as he ages and grows/fills out more. However, it's final status is again something that is genetically controlled.
