Giving your dog permanent ID--a tatoo or chip--is an excellent idea. It's a form of insurance--you never expect to need insurance, but it sure is nice to have it when you need it!
Even if shelter personnel or those in a vet's office might not have the scanner to read the chip (due to competing standards), having the tag on the dog's collar noting the dog is chipped might be helpful.
My rescue group chips all the dogs in our program. The chip is registered to the group with the dog's ID (noted on the chip's paperwork that's sent in). The ID is traceable through our records to the dog's owner.
