AKC has regs for herding instinct, but clubs rarely offers it. AHBA (American Herding Breed Association) www.ahba-herding.org is the most popular organization that offers the HCT (Herding Capability Test). The first leg is considered the instinct test. That being said just about anyone with sheep can offer instinct test.
