I think it was just a TERRIBLE situation with a bad ending. I believe they said on the news that it was not unusual for this family to go visit the horses. I don't think ANY blame can be laid on the mother of this little girl.
The dog has been quarantined for 15 days while the police investigate.
I've said many prayers for this family this past weekend.
