Tigger had the same problem with one of his eyes - the lower lid curled in and the lashes irritated his eye. He had surgery to correct it when he was about 10 months old and I haven't had any problems since. The vet did an excellent job - you can't even tell he had surgery.
When the surgery was performed I was told that it might not "take" and he may have to go back for an "adjustment" after it healed but that the vet clinic would re-do the surgery if necessary for no additional cost if I had it done within the first year after surgery. The vet said that some times it was hard to tell if he took eough skin out until after it healed and he didn't want to take too much out to begin with cause you can't put it back

I would check with the clinic that performed the surgery and see what their policy is since they didn't fix the problem completely the first time.
I'm not sure if you were planning on using your male for stud but this condition is hereditary and is considered undesirable in breeding dogs..
