Veteran dogs are not rated, only placed. Someone else will have to answer about the critique. When you're DQ you leave the ring right then b/c you are longer part of the class (whether you're the only dog in the class or not). Mr. Spindler would have been breaking FCI rules had he judged Duncan, so yes FCI rules would have been broken. Until it is petitioned to have the rules changed this could possibly happen again.
