| The link I gave you earlier has many pics of my dogs, two of whom have tails.....you can see a natural Rottweiler tail in the photos (they are European imports, and in Europe, breeders are required by law to leave the tails on now).
I agree, she looks mostly Shepherd and is probably closer to 8-10wks of age, especially based on her weight. Neither breed (GSD or Rottweiler) would give you a pup of 11lbs at 3mos, even if underweight.......and she doesn't look like some of the walking skeletons you see come into rescues, so I doubt she's morbidly underweight.
