Who has to be USDA licenced?

-Anyone who owns more than three or more intact bitches and sells wholesale (to brokers/petstores instead of the actualy puppy owner).

That standards of care that millers are required to abide by are absolutely disgracefull.
Minimal space allowances-A "primary" enclosure only has to be 6 inches taller than the top of the dogs head, and 6 inches longer than from the tip of the nose to the base of the tail. In this size of enclosure exercise must be provided, however, if the enclosure is double sized, the dog never has to be removed from the cage.
All surfaces being moisture proof and bleachable-That means that these dogs will NEVER see the inside of a house. Afterall, houses are full of things that absorb moister, like blankets, carpets, couches and the like. This is also where the "wire" comes in. Stacked cages will have wire on the bottom for a floor. That way when the dogs poop or pee no one has to take them outside. It just has to fall through the bottom to be cleaned "later". The wire is often 12-gauge with 1/2" holes. This is why petstore puppies are so hard to crate train. They lost any instinct of keeping their area clean by being raised like this.

So lets just remember what USDA stands for. United States Department of Agriculture. Agriculture. That means that these animals are LIVESTOCK not pets, and their owners don't care about them. Only the money they make off of them. Just like cattle.
