It could be genetics at work, in this case the offspring of this breeding seems to have a extremely soft temperament and submissive behavior, which it may be corrected somewhat by never abusing or mistreating the puppy and do the total opposite: try your puppy with the old Tender Loving Care formula. Make your puppy's experiences very, very pleasant and use a positive training method based on the proper motivation and expected rewards. Patience and patience, and then some, is absolutely vital

Now, there is also the very strong possibility that the breeder badly abused the poor puppy and now the puppy fears humans due to those early unpleasant experiences. I mean, please, think of a puppy as a human infant. FRAGILE. Do you know anything about the breeder's background and reputation?... Let us know.

I also advise you to buy an inexpensive book, that I consider the handbook to properly raise a Rottweiler, titled: "The Complete Idiot's Guide to Rottweilers" by George Beuchamp published by Alpha Books (Don't be offended by the title, it is truly a great book )
