It is my understanding that the little girl bitten in the face was done so by a dog on a leash, out for a walk.

Do you mean "free range" to mean running free or "free range" to mean free to socialize with its family? I'm a little confused. I don't want to put words in your mouth but do you mean that working dogs should be contained when not training and when not contained it is only because they are training? So in other words, Rottweilers being working dogs should be just that....working dogs only? Not 24 hour in-house pet companions?

I apologize in advance if I read too much into your post. I could have completely missed the mark.
