i believe that is correct. my 6 mth rottie has his tail. its a menace lol. the vet said if a rottie that comes in with a docked tail and it is less than 1 yr old they have to report it to the relevant authorities and people get fined and or jail time. a bit harsh but it does hurt the dog apparently because there is a large nerve that runs along the tail and it could do permanent damage to the pooch.
