Basically Yes. If a dog is exposed over many intervals to the same stimulus they will be exposed to in the test environment then it will be able to pass a test that without the training it could not have passed. I don't know how to fix this but it definatly is why so many people do not see these titles as anything worth worrying about when they are looking at a dog for breeding.
