It seems like you've got pretty much everything you need. As an additional resource, Lorrie (a member here) who is associated with Caledon rescue up in Canada, has rescued and placed a deaf puppy. I helped transport Elmo, and he was a doll! Nearly impossible to wake up, but cute as a button.
If you PM her or contact Caledon, they might be able to refer your friend to trainers who work with deaf dogs. Tell your friend we wish her well!
