What makes you think this is "normal"? If one of those pups belonged to me, you would not have the words to tell me it is OK because your dog did not eat my pup.
It is not OK, it is bad manners, and unacceptable and the owners of those pups have every reason to pitch a big fit. Just don't allow it, then you won't need to try to make up a reason why it is acceptable. |
