First off, congrats to your parents on the new addition!
They can bathe her in an Oatmeal based shampoo (I use earthbath Oatmeal & Aloe shampoo from PetCo) to help with the itches, and there is a topical spray-on hotspot treatment that I used on a dog last summer who had terrible flea bites...

A good bath in a flea shampoo should help get rid of any remaining fleas and many are aloe & oatmeal based to help soothe itching. Good luck to your parents in solving the itchy dog problem and again, congrats on their new addition!
