Good Registry

I've been reading a lot of stuff about how registries don't necessarily mean much as they can easily be cheated/fooled/bought off or just don't care as long as they get the money for registering the dog/litter, and I am just kind of wondering:

Is there a registry somewhere out there that doesn't register dogs for puppy millers and BYBs and such? I guess what I am asking is whether there is a registry that actually means something as to the good breeding of the dog.

Pure curiosity, but any info would be appreciated.
