Telling her "good girl" while she is walking away from you is just reinforcing her walking away.
(I really don't like the edible chewies either. Compressed rawhide I will give to the pups working on milk teeth and stuff but still watch them carefully. I prefer soup bones, raw and those are only given in the crate unless I'm working on something specific.)
Try tying a light line to her - 10' or so. Arm yourself with *better* treats than whatever she's interested in. Allow her to become distracted but where you can still pick up the line. Call her. If she moves towards you praise her in a happy pitched voice all the way in and reward her when she gets there. If she ignores you, give her a light pop on the line, as much to say "Hey you" and then do what I just described.
Coming to you is always the first thing I teach puppies. I want them thinking and believing coming to me is the best thing in the world as it always means something really good. This is an exercise you can work anywhere, anytime and should do so often.
It is one of, if not the most vital commands in training.
