| My Hubie is also a delicate flower when it comes to the rain. I do a combo what Birdie's Mom and cpalenchar suggested. I take him out on lead with an umbrella and wait while occasionally giving him his potty command (we use "hurry up"). If he won't go, he gets crated for about 10-15 minutes and then we go out again on leash. Repeat the process until he successfully goes outside.
Hubie has mostly gotten over this once he realized that he would eventually have to eliminate outside. He usually just makes it down the back stairs to the edge of the garage when it's raining, but that's good enough as long as he goes outside!
