Alan, my boyfriend is going through the EXACT same thing. The mutt next door is CONSTANTLY barking and charging the fence. I don't know about where you live, but here..........you can be cited if your dog CHARGES the fence line. It's considered AGGRESSIVE behavior. Check with your local animal control and find out what your options are, what can be done and what can't. I would CEASE spraying ANYTHING in another person's dog's face. Depending on what kind of people you're dealing with, it could get ugly. And by what you stated as far as them not willing to fix the fence that THEIR dog damaged and them not caring about their dogs, I would believe that they probably aren't the NICEST people.
