| Isopropanol is alcohol. It's used as the "propellant" in Bitter Apple. The idea of bitter apple is that it's to deter biting/eating, and won't be ingested in large amounts. I'm sure if you fed the entire bottle to the dog, you'd see deleterious effects. Used as recommended, it should not be a problem.
