| This is a very controversial subject. Do you have a contract from your breeder that spells this out (forced exercise)?
I have started my dogs as young as 8 months, but only after they have been xrayed (hips and elbows) to be sure all growth plates are closed. So far, all my dogs have passed OFA. I do supplement with Vitamin C (Ester C) and glucosamine/chondroitin to help the joints have their best chances, especially with the stress I put them through. However, I also know that my dogs are truly clear of dysplasia, and not simply masking it because it hasn't been allowed to be expressed.
Until he's older, work on multiple leash walks per day, build up those muscles. Take him to a hill and toss a ball or frisbee or something up the hill over and over......that will build up his rear legs very nicely. Above all, keep him light!! You should be able to easily feel his ribs. :)
