Sure sounds like it.
Intentionally denying your animal veterinary care when it is in need is considered animal abuse in most states.
Don't mess with your dog's health. It can be far more expensive to treat it after you've neglected it rather than treating it early.
Get him to the vet and work out a payment schedule or use a credit card. While I've seen human doctors turn away someone that is unable to pay in full at the time of service, I've never seen a vet turn away an animal that was in need of medical attention.
