Dangerous Rottweiler in Arlington, Virginia

My friend's little Keeshound was viciously mauled by a Rottweiler in her neighborhood in North Arlington, Virginia. The Rottweiler acted oddly, it attacked without warning, and when the attack was over sat down very calmly and licked off the blood. The woman who had the Rottweiler on a leash acted oddly as well. At no time during the attack did she call the dog off. Of course my poor friend was screaming hysterically, trying to help her tiny dog. When the woman walked off she said "I can't control my dog", and the manner in which she said it made my friend believe it to be a threat. We did manage to track the woman down, and she has two Rottweilers. The Arlington animal control knows about this, so if you want to call Mr. Glover there, at (703) 931-9241, ext. 212, and express outrage, feel free. I can not convey how small and friendly this little rescue Keeshound is, the poor little thing should live, though he's the most traumatized dog I've ever seen.
