I have to say I'd would sign a waiver before I gave up my dogs though. I've been lucky so far (knock on wood) but it's just another way that they can get away with robbing us blind and still do everything the way they want to, and our government is either complicit or stand by and do nothing  It could be worse we could live in Germany. The horror stories coming out of there are enough to make you cry. :(
