Legally, you could take him to small claims court. Or hire a lawyer for a flat fee to write him a threatening letter (but you have to be willing to really sue the guy if he doesn't pay up.) There are lawyers that specialize in "collections" activity. It depends on how much you are owed, it might not be worth it.

Anyway, the guy sounds like a crook, I'd make this as public as you can.
